Shaving Spots Problems...?

About two months ago I shaved some new hairs on both of my cheeks. Everything was fine after about a week I got about 6 small bumps/spots all in a huddle on my left cheek. They are still there now and noticeable, I have tryed spot washes (clearasil) moved on from that now and now im using Benzoyl Peroxide for my Acne and I put some on my bumps. Its been about 2 months now and there still there and noticeable. Please help!
