Why is my chick pecking my other chicks toes off?

I have 4 day old chicks and they are okay normally together. I have noticed that one of my chicks have one of its toes pecked off, the other chick is pecking at the chicks feet. Why is this? They always huddle together and i think they are ok together. What is the problem? Please help
