Why are the fishes huddled in a corner?

we just got baby fishes (4) and put them in a big tank with a 3 yr old fish. The older one constantly tries to "bite" their tails and he ate all the poop on the floor. Now they baby goldfishes are huddled in a corner what could be wrong?
