Does an "ebook" have to bought twice if two people want to read it in the same household on two devices?

Not sure the best way to ask this question. Im debating on buying a kindle. If two people in the same household each own a kindle and want to read the same book, do each have to buy the book or is there a way to buy the book once and download it to each kindle?
